Duplicate management is a identifying a duplicate based on a condition for an appropriate action is called duplicate management .you can configure duplicate rules and matching rules for most standard objects (such as Accounts, Contacts, Leads, Opportunities, etc.) custom objects also created in your Salesforce organization.

first go to set up – after go to Administration -drag the data button — click on the duplicate management –below of duplicate management click on the duplicate rule. after click on the duplicate rule ,the figure looks like a show in the below figure.
you want to create the new duplicate rule please click on the new rule , available standard object and custom object .it will supports only four standard objects like(Account, contact, lead, opportunity).
After click on the any object the page look like below figures. after getting below page fill the all the blanks. before creating the duplicate rule , first you have to create matching rule.
